Skimming the last two digests, I got an idea:

We need more 'Failure to yield to pedestrian' tickets written, plus I know
we need more snow bunnies tagged when it's that time of the year, plus we
need more other "little" laws enforced more strongly.  Starting late this
August, neighborhoods around the U will need plenty of help keeping
underage drinking under control and parties quiet as kids celebrate their
first first time away from home in their own apartments with 30 of their
closest friends and four kegs. 

We will be losing 137 cops in the future.

How about a cost recovery program?  AFAIK, there used to be ticket quotas
for some of the traffic control cops (or was it highway patrol?), and I
know for sure that the IRS auditors must pull in so many dollars of unpaid
taxes and penalties a week, so there is plenty of precedent.

Why not keep our Police Department staffed on a cost recovery basis?
