Well Mark I would like to agree with you but I can't.
When Whittier had the Fair Oaks Motel Hell in our 
neighborhood, drug dealers would come here from
Chicago, stay in the hotel, sell a bunch of drugs and
then go back to Chitown. The reason it is so
attractive to come here from Chicago and deal drugs
are these:

1. A rock of crack nets $20 in Mpls. and $5 in
Chicago.

2. You don't go to jail for dealing drugs in
Minneapolis. In fact in Minneapolis you don't go to
jail for much of anything short of murder. 

3. Illinois has a 3 strikes law, Minnesota does not. 

The police tell me it's reason number 1 that brings
many of the drug dealers up here. Reason number 2
tends to make them stay here. If you don't believe me,
I challenge you to go to the Franklin Safety Center,
look at the 10 most wanted list and see what cities
they originally hailed from.
