Minneapolis should be writing a big thank you note.

A mystery donor gave Minneapolis an extra $100 million in 2002.  It's in the
category of revenue called "Intergovernmental Revenues."  See Table 4:

We need to know who to thank.  Could it be President Bush?  Could it be
Governor Pawlenty?  It would be nice to find out where this windfall came
from so that we can express our sincere thanks.

Maybe someone from the City's finance office will be kind enough to let us
know.  Alternatively, a journalist might inquire.
