The Green Party of StPaul, representing Minnesota's 4th Congressional
District, supports the most widespread smoking ban possible in bars and
restaurants as the solution that would most benefit both public health and
business interests.

However, we do not believe the absence of a regional or national smoking
ban nullifies the responsibility of local civic leaders to promote a
smoking ban at whatever level they have jurisdiction over.  Given the
well-documented hazards of second-hand smoke, the Green Party of StPaul
supports public smoking bans and urges our elected representatives at all
levels to promote a smoke-free society in enclosed public places by all
appropriate means.

Chief among the concerns which argue strongly for a total ban in StPaul is
the health of workers in bars and restaurants. While patrons often may
choose to visit a small handful of smoke-free bars and restaurants,
workers in this economy rarely enjoy that sort of choice.

The Green Party of StPaul supports a total smoking ban for StPaul bars and
restaurants. In doing so we urge that the previously-proposed modification
allowing for separately-ventilated "smoking rooms" be dropped, as it is
unattractive to most and financially discriminatory against small
businesses.
