This may or may not be true. 
 
Last night I was told that the final version of the ordinance is very watered down, 
which is why the majority of the council will approve it. The ordinance grandfather's 
in all bars that serve 40% food, 60% alcohol (I may have that backwards), and will 
only apply to new liquor licenses and restaurants. Essential the far majority of bars 
in Minneapolis will not be required to ban smoking, so the majority of bar employees 
and customers will still be exposed to second hand smoke, which results in thousands 
of deaths each year.
 
I would really like to see the final language and here from folks that have a better 
understanding of the final ordinance. If it is true, the ordinance will have very 
little impact on improving working conditions and health of consumers in our city and 
proves that the tobacco lobby is still as strong as ever.

Looks like there aren't any exceptions, and the effective date is 
March, 31, 2005.

Final vote was 12-1....but it was more interesting than that. Others 
will have to fill in details.
