.         One other issue related to the use of helicopters by police
concerns high speed police chases. I have heard that helicopters are helpful
in reducing police chases, and thus in reducing the number of innocent
citizens being killed and injured as a result of these chases. It is much
harder for the vehicle to lose the helicopter, that is keeping the ground
units informed as to movement, people getting out, etc.

I am wondering if anyone has any good research information on the use of
helicopters by the police in this manner? Has this practice been effective
where tried? Are helicopters available in the right places at the right
times often enough to be cost effective for this work? How many people are
killed and injured every year due to police chases? How many deaths and
injuries would be avoided by using helicopters like this?

(where I hardly feel the aches anymore from the crash 25 years ago in which
I was hit by a car being chased by the police. This downtown Mpls crash
smashed my leg, causing me to spend 8 days in the hospital, and to have a
full length leg cast for 4 months.)
