It spurs development by penalizing commercial and industrial land speculators who sit on their property waiting for the city or state to develop around it. In Harrisburg, PA, the number of vacant lots and building dropped from 4000 to 500 after these reforms were implemented. Similar gains have been repeated all over Pennsylvania.

Land Value Taxation means that owners pay taxes on the part of their
property that increases value due to public development (roads,
bridges, sewer, etc.).  Note that Rep. Abrams' proposal would only
shift the tax burden for commercial and industrial sites.
