What a wonderful solution to a no-win situation.  Of course it will take
some initiative on the city's part to pull together the intergovernmental
relations of the Park Board and the MTC.

Go ahead and surprise me.  Many citizens complain about a problem.
Someone comes up with a solution to an intractable problem.  Don't let the
bureaucratic skirmishes defeat a possible outcome in which most people
will win.

The city of Minneapolis stepped on its nightstick on this one.  Anyone out
there ready to take this on?
