Hospitals take junior volunteers at the age of 12-13 on up. They learn various things 
from flower delivery, patient contact, learning retail ..how to run a register which 
is great for a first job..they work in ER..the list is great. 

At 15..they can be babysitting, cutting lawns to earn seed money, cleaning up the 
neighborhood of trash, helping elderly, the list is great.

Toss up a sign, many people look for help from young kids willing to do things that 
they no longer wish to do or can't do.. invent the wheel...did you check with the 
school for references on the work program for kids? Organize the kids in the 
neighborhood yourself for clean up along a creek. Give them lists of books they need 
to read for the summer. Make sure they get to the library 3xs a week during the summer 
to get those books. I don't believe kids want to be in gangs only when there is 
nothing better to do...you don't need a government program to figure out  how to keep 
a child active...not entertained..active and with cerebral challenges.
