[Mpls] Payback for Lucy Gerold

Deputy Police Chief Lucy Gerold, who was one of three high-ranking 
officers suspended last February by incoming Police Chief William 
McManus, finally got some measure of payback today, when the Ways and 
Means Committee voted to pay her legal fees--even though they were 
more than what the city typically covers.
