My Response:

I struggle with the phrase "Other people's neighborhoods."  Of course drug
dealers aren't part of the neighborhood.  I doubt these losers are part of
any neighborhood.  Your post implies that Joe suburb drives into the city,
does his business, and returns to his safe, suburban home.  Is that the
image you really have?

As a landlord, I have a very different image.  I don't believe these losers
have any place to live.  Instead, they shack up with anyone they can.  Then
they run their business very close to where they are shacked up.  This is
why I believe landlords should ignore the dealers and hookers (catching them
does no good -- the courts let them out right way).  Focus on where they go.
Who do they visit?  Once we discover the tenant that gives these losers a
bathroom, a kitchen and a bed to sleep in, then remove that tenant.  The
problem disappears quickly once the crooks have no place to hang.

I experience this every single year.  We had it this summer near the corner
of 27th and 2nd A. S.
