click on "Operating Expeditures per ADM served" to see summary by outside auditors 
(Deloitte).

for 2002, total budget was about $14k per student, but about 3k of that went to debt 
service, building construction, capital expenditures and something called "community 
service."  thus actual operating budget per pupil was about $11k, combining all base 
plus compensatory fundings.

stating the obvious, we have a budget crisis because of imbalance between our revenues 
and expenses, of course.  expenses are rising, while the revenues are plunging.

first and foremost we have a budget crisis because there is a stampede of students out 
of the district.  the funding is based on attendance, and for years attendance has 
been plummeting, and therefore the district's revenues with it.  we will never have 
stability unless we regain the faith of the families who are abandoning the district 
today.  

to do so, we must take action that gives people hope that something will be different 
and better next year than it was last year.  I decided to run for school board because 
just the opposite has been happening.  for four years and counting of budget crisis, 
the current leadership has failed to produce a new strategy for revitalization.  at 
the same time, they have further eroded the community's trust by the way in which 
they've handled their most important decisions, like choosing a new superintendent and 
the school closing debacle.
