I enjoyed your post. The neo-cons haven't suddenly changed their stripes and 
decided they really want to close the learning gap. The want to privatize / 
charterize the school system, and give parents "choices." However, NCLB does not 
give most kids attending the worst public schools the ability to choose the 
better public schools or the better private schools. Under the NCLB plan, the 
urban school systems are devolving into a hybrid school system similar to what 
Massachusetts had in the early 1800s, with crappy public schools for poor 
kids, some publicly subsidized private schools for the middle class, and the 
strictly private schools for those that can afford them. The big difference between 
the neo-liberals (Clinton wing of the Democratic party) and the neo-cons is 
that the neo-libs prefer charter schools to vouchers (for private schools). 
That's why there was huge bipartisan support for NCLB in Congress. The 
Minneapolis School Board was already carrying out the NCLB agenda before NCLB was 
formally enacted.
