To add an additional resource, a very thorough four-part Community
Summit last year produced new ideas of what models the City could use to
pursue and assure citizen participation. The final recommendations
included adopting both geographic and non-geographic concepts: that is,
having citizen participation defined through neighborhoods and/or larger
districts in addition to interest-oriented affinities (such as cultural
or socio-economic groups or organizations).

In my mind, continuing to press solely for a geographic focused citizen
participation model is short-sighted and will continue to falter for its
failure to adequately include other affinity groups, such as tenants or
ethnic or cultural organizations or interests.
