I believe that your facts are off base.  Call NRP - they're quite responsive.  HPDL 
received such
a letter mandating that 70% of funds be used for housing.  I'm not sure whether this 
was
'affordable housing' or 'housing initiatives' off hand.  It's worth mentioning that 
money
eventually coming back to the neighborhood orgnaization in the form of loan repayments 
can then be
recycled for other neighborhood initiatives.
