Additional context from the Citizens League report:

Minneapolis is not even in the Top 20 cities in the state for  
percentage of net tax capacity tied up in TIF (it's 24th).

Minneapolis has 15.2 percent of its net tax capacity in TIF. That's  
less that Chaska (20 percent), Mounds View (21.5 percent), Fridley  
(15.4 percent) and Osseo (15.4 percent), among others.

Remember, St. Paul is the city that subsidizes office buildings (Mpls  
never has) and recently loaned Gander Mountain up to $3,000 per job to  
relocate 200 jobs to their downtown (see  
http://www.startribune.com/stories/535/4995528.html).

Context is a beautiful thing.

David, I agree that Vicky is misleading in implying that Minneapolis in
alone in subsidizing developers.  But still her initial point that an awful
lot of our property taxes are tied up in TIF is certainly important.  To my
mind, that is a major use of tax money that should be a major issue at
election time.

I've often heard that most of these TIF monies are sins of the previous
administrations, but I wonder if our current office holders have truly
turned over new leaves.  Recently I've heard about TIF for the Sears site,
and also for the site that Sabri is mixed up in.  I wonder how many other
TIF sites are being added that don't get as much publicity?  Is there a way
we can find out how much new tax capacity has been added to TIF since Rybak
became mayor, compared to the previous years?  Vicky, you're good at finding
such numbers, do you know the answer to that?

By the way David, your numbers don't tie to Vicky's. She said $69 million
out of $250 million went to TIF, which is 27.6%, whereas you say it's 15.2%.
For some reason I can't get to Vicky's site to check it out.  What is your
reference?
