Here is a little information for those that espouse a "district system" for delivery of Civic Engagement services and support this by using St. Paul as an example and stating that it would be more economical.
St. Pauls district system has 19 groups with 17 districts (13 has 3 groups) that recieve a total of $668,847. Mpls. has 66 neighborhood groups and not all of them recieve Citizen Participation funding. Those that do split $445,510.
