The LRT is not the only thing that has effected increased traffic levels on Hiawatha Ave. The improvements north of Lake St. in recent years along with the significantly increased access from the south below 46th St. have all added cars. It also seems to me like traffic is increasing on most of the other arteries, too, which likewise and consequently adds to Hiawatha.
