A car is far more likely to be damaged by a tow than a boot. I have had cars
impounded (several over the course of my life), and on a couple occasions,
my car suffered minor damage either while being hooked up, or at the impound
lot. Just for your information. I don't have any particular opinion one way
or the other. I am, however puzzled by the practice of using the boot to
correct a lack of parking space in private lots. Doesn't it seem that
immobilizing a vehicle in a lot which is short on parking space is
counter-productive? I understand that there is supposed to be a deterrent
value, but if a person knew his car would get booted, how likely is he to
park improperly in that lot? So, people that actually get the boot likely
are unaware of this possible consequence.

As far as enforcing parking ordinances, the boot also seems
counter-productive. If a car is preventing plows, or sweepers from doing
their job, it has to be moved, not locked into place.

The only real practical use I can see for a boot is collecting unpaid fines.
Immobilizing one's vehicle is probably a good way to mobilize it's owner to
pay up. I'm not saying I'm in favor of that either. Just an observation.
