If we as a society are really concerned about the tragedies like this that occur, than we'll do something about it. Maybe if larger numbers of individuals from more affluent neighborhoods in our fine City spoke-up more and came to observe what the real issues facing inner-city, imporverished minorities, we could stop this type of thing from happening again.

I agree. I'd like to see the idea further explained.
Does my neighborhood, Fulton, count as one of the affluent neighborhoods? I would guess so. I'm certainly in opposition to innocents being shot, whether by police or by others.
That said, let me also note that despite being a middle-class, middle-aged Northern-European-American guy, there is no way I'd run around at night with a BB or pellet gun in my hand, in any Minneapolis neighborhood, not even my own.
In fact, if a couple of Minneapolis police officers would come on the list and advise us as to what to do and what not to do when encountering a police officer, especially at night and especially if said officer is pursuing a "shots fired" sort of call, I'd really appreciate that, too.
I don't want to find myself on the wrong end of a gun, and especially not one held by a police officer busy using all his training and experience to fight off the perception-distorting, fine-motor-control-destroying effects of the "fight or flight" biological response (see this link for a factual discussion of just how bad this response can be: http://www.vpc.org/studies/uninfour.htm).
