List, Who is responsible for community engagement?
Assuming it isn't an "all-or-nothing" scenario -- who is responsible for what? What level of engagement are city departments responsible for? Is once every election enough engagement for a Council Member? What level of participation should be expected of official citizen participation organizations? What type of responsibility to "special interest" organizations (for-profit and non-profit) have in order to speak for a stakeholder group? Thanks for all your feedback!
