The outgoing Minneapolis NAACP branch executive committee pulled out of the
Hollman lawsuit early this year. The branch received money from the federal
government to monitor implementation of the Hollman agreement. Some of that
money
was deposited in 2 noninterest bearing investment accounts (initially through
piper jafrey, then US Bank), both having balances of about $80,000 each. That
Hollman monitoring money was recently transferred to the branch's checking
account and spent for other purposes, including money spent by Brett Buckner on
several projects without proper authorization by the branch.

The new branch leadership, especially the treasurer and president, will need
to see that the financial books are audited, and that all of the Hollman money
is accounted for.

All of the Hollman money should have been segregated from funds derived from
other sources and used only to pay for monitoring of the Hollman agreement.
If the money from the Piper-Jaffrey / US Bank accounts came from the federal
government as part of the Hollman settlement, but was not used to monitor the
Hollman agreement, then the money should have been returned to the federal
government. The old leadership may be in contempt of court if Hollman money was
diverted to pay for other projects, which appear to be the case. The new
leadership will be in the same vat of legal hot water as the old executive
committee
if it does not immediately take steps to determine whether and how Hollman
money was misappropriated, and take steps to recover and refund to the federal
government any misspent funds.
