I found it instructive that a court of law, when weighing the facts of the
disparate impact race discrimination case, found the following:

"Even assuming that plaintiffs [Ventura Village and named residents] could
show that the City has established a policy or practice regarding the siting
of supportive housing, plaintiffs have not brought forth any evidence of a
significant adverse impact on people of color. In fact, plaintiffs do not
dispute that more than half of the supportive housing projects approved by
the City in the last nine years have been constructed in predominantly white
neighborhoods."

I'm not picking a fight, but the fact that more than half of the projects
have been located in predominantly white neighborhoods appears to contradict
what a lot of folks say about predominantly white 'fortress neighborhoods'
keeping these projects out.  If there is context others would like to add to
the Court's finding, it would be good to get that context.
