That sounds like the DFL did the right thing for the right reason.
However, it was pointed out that the DFL knew it could not win with the RP
so against it - so it could look good, but not have to live with IRV. The
really convincing vote will be when the DFL has the MAJORITY and its votes
can give us IRV. I hope that chance will come soon, and the the DFL will
vote the right way when they know thay can win.

I believe that's because Mpls is home rule, and I assume Roseville is not.
I am told there are dozens of home rule cities in MN, some smaller than
Roseville. I'd like to get home rule here in Roseville, so we can do what
WE want, not what the Leg will allow.

What is the procedure for home rule, and who decides if we get it? I sure
hope it is not the Leg.
