The issue of risk assumption and insurance has only been mentioned in  
passing. I assume NEC is assuming the risk backed by the federal subsidy. It  
only 
takes a handful of bad accidents where the hOur car driver is at fault to  run 
up huge legal and medical bills. Let's hope the daily rate charged is  
sufficient to cover insurance payouts with the subsidy used as a reserve. Also, 
 
let's hope the NEC runs Motor Vehicle Records for driver applicants to 
eliminate  
(or charge more) for DWIs, Reckless Diving, Excessive or Multiple Speeding, 
etc.  Some insurance people would also recommend running credit scores on 
potential  drivers but I won't go there.
