Did you read the history? It's clear that the city as a whole is byzantine, even if you don't like to agree with the Strib.

But here's the kicker: the state legislature and governor like to pick on us and yet it was the legislature that made us who we are. I can think of a couple of tasteless but accurate analogies for the lack of moral character of people who react in such a fashion.

Sometimes independent boards are helpful. We would not have the premier park system we have it not for the Park Board's independence. Had that land been owned by the city, much of it would have been sold off long ago. And if not for the park system, we would be just a cold Omaha.

All of the school district boards are independent in this state, are they not? So I'm not sure why Minneapolis is dinged for that.

On the other hand, do we really need a Civil Service Commission, a Board of Estimate and Taxation, a Planning Commission, a Board of Welfare and a Pension Board? Maybe not, or at least not all of those.

Fulton, where my property tax has increased about 12% every year since 2000. So those folks in Wisconsin with their 9.8% increases don't get much sympathy from me.
