The simple explanation is that people just have to notice the new signage
and get used to the new policy. It could very well take a while, though
ticketing probably helps get the attention of most people.

I remember volunteering last summer for the Aquatennial and having to park
down near one of the Lakes - I think it was Nokomis. Volunteers had actually
been instructed to park in a lot near the shore, but when I got there, I saw
the permit-only parking signs that were posted and so looked elsewhere a bit
further away. My buddy who came up from Burnsville wasn't so lucky. He
didn't see the signs when he got there and ended up having to go back and
move his car after I mentioned seeing them. It was a bit of a hassle, but at
least he got his car moved before being ticketed.

Some changes folks never seem to get the hang of. Several years ago, the
intersection in front of my house had "no turn on red" signs posted. I'd say
even now after several years, only about half the drivers (if that) actually
obey it. I would also guess most of the violators are long-time locals. They
just got too used to the old setup and don't have my experience of being
right on the corner to see/hear all the accidents that have taken place over
the years.
