[VH] The 2005 proposed budget that was handed out at Monday's Truth in Taxation hearing shows "Police" expenditures as $96 million. I cannot believe the level of incompetence of City staff! The Minneapolis payroll is nearly double that of St. Paul - and they can't keep the numbers straight for 3 days. Pathetic.
The State Auditor should immediately require an outside audit of the City's books. I have never seen such bungled bookkeeping in my 35 year accounting career.

what numbers aren't being kept straight? isn't there a distinct difference between a budget and expenditures? Or are you reeferring to something else?
