Hennepin County, through the Sheriff's Office, has been handling dispatch
law enforcement services for 35 communities and fire calls for 20
communities.  This service is financed by the county-wide property tax
levy. Earlier this year, we opened the door to other cities to join the
county system.  Brooklyn Center took us up on the offer, and Minneapolis
has indicated an interest in exploring the option.

We now plan to undertake a joint feasibility study with Minneapolis to
analyze whether this is in the best interests of public safety.  We
anticipate the study will be completed midyear '05.
