The Park Board adopted a 5% reserve policy in the mid 90's and has maintained that level since then. Any balance has been utilized to reduce debt, operating costs, or increase revenues. This year, those strategies are saving us from an additional $340,000 in reductions. and does not even start to address the albatross that is the sports complex bearing the name Neiman that is being subsidized to the tune of $75,000 per year. When the bonds come due the city will use the MPRB's share of LGA to pay them off and them the MPRB will face a 20% shortfall in it's operating budget. That is of course assuming there still is LGA. Interesting, in a $50 million dollar operating budget that you use the above example (.15% of the overall budget) to try to make a point. The MPRB spends millions of dollars subsidizing youth and adult recreation programs and facilities. The Parade Stadium Complex (which is significantly smaller) was subsidized to the tune of $90,000 last year. The Leonard H. Neiman Sports Complex, your self-described "albatross", served thousands of children and adults who participate in MPRB sports programs and appreciate the opportunity to play in first class facilities. Apparently, you don't believe the Park and "Recreation" Board should provide these opportunities for them. Lastly, the bonds you mention are being paid off through revenues generated in the enterprise fund, not LGA. LGA would only be utilized, should the Board be unable to meet its debt service.
