I stated by the *hours of work.*.. A person should be able to give blocks of
time. As a salaried employee, I can chose how to spend my time but I am
accountable for that time and at the end of the day there is an assessment
of productivity or lack of. This is what I am requesting...the MPB (or any
city department) gives a contract...the person receiving that contract has
an obligation to report what he or she has done. No timecard hour for
hour...but some report of who was contacted, what meetings were attended,
what reports were given etc...how do we know if a person  receiving a yearly
contract works only 4-5 weeks?

Can  the 3% of state grants can be credited to hanging around  in the tunnel
or would MPB have received it anyway? ( I am not saying that is the only
reason to have a lobbyist....things are being taken very literal here!) No
one deserves a contract because someone says you have done a good job and
the statement is not substantiated by facts and figures. I know what my
employer would tell me if I did not give financial P&L's that equates
productivity and profitiablity to wage but stated solely ...I had done a
good job! I am asking for accountablity in all areas of where the city
spends it's money...period.
