Interesting to note that the view selected by the "New Yorkers for Parks"
web site is East River Flats, where the MPRB inexplicably (to me) maintains
a lawn with a concrete fringe rather than a proportion of less-maintained
native vegetation with a vegetated buffer for water quality protection and
dissuasion of goose pooping near the river's edge (and, to my mind at least,
a more pleasing visual appearance).  I don't know how large the area is from
which runoff flows across the flats to the river, but the flats seems to be
a speedway for whatever pollutants and sediments there are. 

I know there was some discussion a while back about the geese, but I don't
recall that anyone from the MPRB explained the thinking behind its
design/maintenance choice for this riparian area.  I'd be interested, if any
MPRB representative wishes to advise.  I can understand having some lawn for
active recreation (although I don't observe much active recreation in fact),
and some direct access to the river for viewing purposes, but it seems that
80% of the area and 95% of the edge could be maintained in a more native
state.
