Without doing the research, I would hazard a guess that classification of real estate is subject to legal limitations contained in state statutes. I doubt the city has much leeway in this matter (if there is any discretionary power to re-classify, it's probably located at the county level).


We're three years into this budget crisis, and counting. All the easy ways to deal with it have been used.
