I've found that one good way to teach a kid to skate is to bring a
chair or stool to the ice, and tell a kid to push it around.  It helps a
kid to learn how to plant the blades correctly.  One way to get some
free advice is to go to Isles, the best rink in the city and one of the
more heavily used.  There should be plenty of good skaters there who can
give you and your child some tips on learning to skate, Michael.  They
also have used skates that your child could borrow to try skating.  

As for skate shops, Pierce Skate and Ski in Bloomington has been around
for a long time.  Other list members may have closer suggestions.
