Perhaps the best answer to the question would come from the people involved, students and others who would be most affected. An unbiased assessment of the program's contributions, success/or failures, could better identify its value. Perhaps I missed them, but I don't remember any comments along that line.
If this is a program worth saving, the folks on this list alone should be able to influence MnDOT's decision, or raise the money to support the program from other sources (MnDOT picking up a share with funding partners).
