The mayor and the city council asked the various funds to come up with solutions for the city. The Police fund came up with this redistribution of benefits that saves the city 24-40 million (16 next year alone). The city wants the savings without the benefit increase. The fund board would not meet their fiduciary responsibility to their members if they were to agree to this. This is hardly the equivalent of holding the city over a barrel. The frustrating thing was that the city refused to heed the warning of almost the entire delegation that we would be unlikely to get as good a deal this year.
