As Treasurer of the Minnesota Horse Council, and an experienced trail rider, I can give you miles-per-hour averages for horses. I assure you they would exceed the average speed of northbound Hiawatha Ave traffic at morning rush hour, or I-35, or inbound 394, etc.
And they could easily travel in the ditches alongside these freeways, and provide nourishment to the grass, too. Plus you could get 2 or 3 in each parking ramp space. Or turn them out to graze in spots like the south Hennepin County Govt Center plaza.
It's sounding better all the time, Wizard!

Also, regarding PRT in Minneapolis. I think people have been using an unfair example here -- thousands of people leaving Target Center at the same time. That is obviously a situation for MASS transit, not PERSONALIZED transit. Or better yet, a mixture of transit modes. Obviously, this does work now -- people attending games there do manage to travel home, without waiting over 4 hours for transportation.
Personally, I like the idea of PRT. Especially if integrated with light rail, buses, etc. But I'd like to see it tried on a real, working model before we commit large amounts of tax money to building a large PRT system.

Careful, here. I could start advocating for horses and mules as personal
transit. Or elephants and camels. Or ....
