What happened to raising greens fees to help cover Park expenses.

Apparently the planners and developers overdid and we have way too many courses per capita in the region ( there was an article last year in the strib that covered it nicely). There is also an understanding that the public courses should cost less than the private to remain accessible. Since the private courses have too much competition to raise their prices the MPRB can't really raise their prices and keep their golfers. They did manage to hire a private firm to run the concessions at Columbia Golf Course that is also one of the catering choices for the "ballroom". The firm will "probably" hire the former employees who will then receive their pay and benefits from the private sector thus saving the MPRB money... and yet not seeming to bother the union??? This has been a big mystery to me ( whose first job was union and whose husband is a union member), why are the unions so pro Gurban and the big 5 as they keep "contracting" their jobs to private sector employers?
