NRP is not perfect. I have yet to see anything that is when created by the human hand and heart. The ship was literally being built at the same time it was being sailed. It was and is a continuing evolution. But, for all it's perceived flaws, it is a program with world-wide award winning acclamation and is considered one of the "best government practices" in the nation by Harvard University Kennedy School of Government. It has also served to engage over 5,000 volunteers citywide in opportunities to interact with government at many levels. Barb Lickness Whittier
