Nathan Hunstad�s post pointed out that there were a lot of plowed in cars
remaining on the street in the Uptown area of Minneapolis. He writes he is
shocked at what he determines to be lack of law enforcement in that area. As
a retired police officer who has worked that area tagging and towing during
Snow Emergencies I find the need to respond.
Minneapolis does a fine job of plowing considering the high number of
inconsiderate people or ignorant who do not  comply with the parking
restrictions after a heavy snowfall. The city has done many things in the
past 32 years to encourage motorists to comply and no matter what they do
the cars still remain illegally parked in extremely large numbers.
The Uptown area is heavily crisscrossed with Snow Emergency Routes.
Unfortunately due to the high concentration of residents in that area and
the lack of off street parking, this part of Minneapolis finds a large
number of violators.
Nathan goes on to say that since the violators were not towed, a long
stretch was not properly plowed and many cars have gotten stuck in the mess
created there.
The blame should not be on the city as they do a fantastic job. The blame
should be on his neighbors who were the reason for the mess.
I can go into a lengthy explanation on how this all comes about and the
terrific job the city goes through to get cars off the street, but I will
hold off on that for a while.

Yes, there were a lot of cars plowed in near Uptown.  What was shocking to
me
was how lax enforcement seemed to be in the area, especially on Saturday. 
Cars
were supposed to be off the even sides of side streets by 8 AM, but cars
that
were still there were not even ticketed by early afternoon, and none were
towed.  Tickets seemed to be handed out earlier on Sunday.
 
Since those scofflaws weren't towed, though, a long stretch of my street was
not properly plowed.  Since this weekend, many cars have gotten stuck in the
mess created there.  That's not fair to people who took the time to move
their
cars.
