I add: blatant and disturbing.  Rules do not allow you to speak to Agenda items 
during Open Time,
either.  So, the Board will likely vote to gag the public before you have a 
chance to speak
against it.  Unless you are prepared to shout down Board President Olson and 
his gavel.

This seems like a good time to ask for your help cracking open the lid on the 
Park Board.  Please
