From the meeting I was at and through subsequent contacts it has been determined that there is no forum for resolutions at the DFL city caucuses. Don't mean to get the dander up of the folks running the show but why is this so???

I can start to address this issue, but this isn't a complete answer...
(also, it only applies to the DFL -- other parties may use different procedures)

The normal resolutions process begins at the precinct level and proceeds upward to the state-wide level. There, delegates vote on resolutions that made it through the county unit conventions, etc. Those resolutions that are successful get adopted into either the Party Platform or the Action Agenda. Because there is no State Convention this year, the resolutions would have nowhere to go. This is a state party issue, and the Minneapolis DFL cannot override the rest of the state simply because we choose to hold municipal caucuses.

This might be an opportunity to discuss what role that city-specific resolutions might play in the Minneapolis DFL, but the issue hadn't come up. Remember that this is the first time that the Minneapolis DFL has held municipal caucuses in the odd year, so we're all new to it.
