I do not support the moving of open time and spoke to that effect at the
last Park Board meeting but am not on the Standards and Conduct subcommittee
and, therefore, could not vote.  I will not be supporting moving open time
at the full Board meeting either.

Such a move would 1) not allow open time to be on TV, and 2) make getting to
open time after a regular work day more difficult.  Neither of these is
helpful to the public in my mind.

Open time was established about 5 years ago to provide a forum for the Park
Board to hear from the public on issues that are of concern from the public.
Such a time is not available on other government bodies such as the City
Council.  The concept is a good one and should be modeled by other forms of
government in the city.  Since my election to the Board I note that open
time has varied in length from no time to about 30-45 minutes.

I would also add that I have objected to reducing the total amount of open
time and/or the time allotted to individual speakers.  Both of these changes
were brought up in the past.
