Anytime there is a such a filter, there is potential for manipulation. I'm not saying it was there, but some of the questions seemed a little softballish. The closed format also does not allow for follow-up questions based on issues that might arise spontaneously in discussion. The "most popular" questions are not always the most revealing questions as to what the candidates really think. A filter serves the candidates as well, to dodge hard questions.
