Does a downtown drivers tax have merit in Minneapolis?  NO! 

Downtown itself is not particularly congested.  And, we want to
encourage people to come downtown and we want to encourage retailers and
other businesses to stay/expand downtown without having to penalize
their customers and employees.  Such a tax would do nothing to relieve
congestion and would likely do virtually nothing to improve air quality
downtown.  

The problem of highway congestion is metro wide.  Imposing a tax on
downtown Minneapolis drivers is not a solution to anything!
