Wow, that makes no sense. It's not what we as individual drivers expect, it's the law. There's a big difference. XXXXXXXXXXXXXXXXXXXXXXX (deleted text as to what I really think of your posting). I'm staying on the high road. All I can say is wow, what a negative and defeatist attitude.

I'm happy to report that most people in Minneapolis don't think as you do. We generally tend to work as a community and take into account the safety of our neighbors - NOT just take care of ourselves.
