I answer, hesitantly:
I would think that it will help, but I don't know if it is enough to
pass it. I haven't got the hang of the new house yet. 

The biggest blockade in IRV, frankly, is the MCCL, the prolifers. I
can't for the life of me see how it is a prolife issue, but they are
making it one. If I had to speculate, it would be because IRV requires
that someone get a majority, where lately the prolifers are winning when
having a third party in the race, when the third party voters' might
actually go to the Dem instead. But who knows?

I do not know how Mpls House Dems stand on local-option IRV.
