*I went to the expense of having electric smoke detectors installed and even
those they have ripped apart. Now on my rental agreement, I have put smoke
detectors will be kept in good working condition and if found to be
dismantled will warrent eviction.

Another ordinance to protect people?    I don't think so...when kids move in
they need to be instructed on the responsiblities of taking care of
themselves and being responsible to the other tennents and to the building.
I found that taking the time to discuss this with them, along with  the
consequences, has worked wonders. We can not have ordinances to cover all
human frailities and responsibilites. College students are not dumb... so
tell them the rules and make a visible presence at the property often enough
to let them know...you know what is going on. Once again we go back to
common sense and self responsiblity.  A known slum lord property...report
it.
