That was 1999. Transit funding has changed since then. Transit funding
in 2004 was based upon the Motor Vehicle Sales Tax (43.6%), the State
General Fund (19.7%), Fares (23.3%), the Feds (8.2%) and some other
sources (5.2%). I'm getting my information from the Transportation
Policy Plan btw.
 
You're right, property taxes are indeed a more stable way to collect
taxes. But the MVST is not a stable way. I can't imagine how hard it is
to deliver transit service when you're depending on revenue from the
sales of cars.
