The city rankings mostly include numbers that, in Minnesota, are controlled by the state (income & auto, and most of sales).
In the number most controlled locally - property taxes - Minneapolis, incredibly, ranks BELOW the 51-city average ($2,582 versus $2,836) and just a titch above the 51-city median ($2,582 versus $2,501).
In the other number with local effects - sales taxes - Minneapolis is considerably lower than both the average and median ($997 versus $1,194 and $1,144, respectively).
